Summary

This position is in the National Security Division (NSD) in the Office of Homeland Security (OHS). As an Intelligence Operations Specialist, the incumbent will support leadership representation at Committee on Foreign Investment in the United States (CFIUS) committees/working groups; develop and draft policies, procedures, and guidelines; develop high-quality analytical written products on fixed deadlines; and, analyze and evaluate large volumes of intelligence and opensource materials.

Duties

Help
  • Responsible for collection of and quality control for Committee on Foreign Investment in the United States (CFIUS) metrics.
  • Provides continuing oversight and monitoring of parties’ compliance with National Security Agreement terms.
  • Briefs leadership on highly technical and/or complex issues related to foreign investment and U.S. agricultural industries.
  • Provides information for risk-based analyses, assessments, and National Security Agreements pertaining to a transaction.
  • Lead and manage the development of risk assessments, strategies, and approaches for minimizing and reducing risk to USDA or U.S. agriculture.
  • Conducts and develops in-depth strategic, operational, and tactical intelligence research analysis.
  • Leads both short- and long-term complex research projects on short and fixed timelines.
  • Interfaces with Committee on Foreign Investment in the United States (CFIUS) parties.
  • Creates and maintains relationships with internal and external stakeholders and facilitates the horizontal and vertical sharing of information and intelligence.
  • Proactively initiates coordination with intelligence and counterintelligence partners on relevant analyses or issues of concern.
  • Maintains awareness of areas of emerging concern for USDA and U.S. agriculture, to include new or emerging technologies and works with all areas of the Department and the interagency to address relevant concerns.
  • Drafts, reviews, edits, and publishes analytical products to forecast and assess future situations in complex areas.
  • Advises the National Security Division Chief and OHS Director on CFIUS matters and policy developments.

  • This position requires pre-employment urinalysis to screen for illegal drug use. Drug testing must also be passed on an ongoing basis after appointment, as directed. Appointment to this position is contingent upon negative drug test results.
  • This position is considered critical-essential, and as such may be required to return to his/her assigned duty station outside of normal duty hours to provide support to USDA policymakers, particularly during crisis periods.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions and specialized experience, as defined below.

Time in Grade: Current federal employees applying for a promotion opportunity must meet the time in grade requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

Specialized Experience:
GS-13: One year of specialized experience, equivalent to the GS-12 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as an Intelligence Operations Specialist. For this position, the specialized experience is performing all of the following: conducting national security intelligence and counterintelligence analyses on food and agriculture or complex non-traditional national security issues, biodefense, or international commercial transactions; communicating intelligence research to internal and external stakeholders through a variety of formats; incorporating complex intelligence issues/topics into strategic plans and policies; and, reviewing financial transactions and performing risk-based analyses for national security risks.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no education substitution at the GS-13 level.

To exercise selection priority for this vacancy, CTAP/RPL candidates must meet the basic eligibility requirements and all selective factors. When assessed through a score-based category rating method, CTAP applicants must receive a rating of at least 85 out of a possible 100.

Farm Service Agency (FSA) County Employees: Permanent County employees without prior Federal tenure who are selected for a Civil Service position under Public Law 105-277 will be given a career-conditional appointment and must serve a 1-year probationary period.

This is a Testing Designated Position (TDP). Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter. Final appointment and continued employment is conditional on negative results for illegal drug use.

In the event of an emergency, USDA's Office of Homeland Security (OHS) employees may be subject to 24 hour on-call availability. This service may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites that require functioning under intense physical and mental stress.
