Summary

This position serves as a Wildlife Biologist within the USDA, APHIS, WS and performs assignments with minimal supervision. The work is primarily concerned with wildlife damage management operations relating to the assessment, reduction, and elimination of problems associated with wildlife in airport and rural environments. Overseas assignment will be carried out as a liaison to Department of Defense partners at Military/civilian joint use airports in assigned area of responsibility.

  • The duties may include, but are not limited to:
  • Assists cooperators in understanding of and compliance with the Migratory Bird Treaty Act (MBTA), Endangered Species Act, Bald and Golden Eagle Protection Act, and other wildlife-related laws.
  • Communicates safe and effective damage management techniques through outreach and other channels to the general public.
  • Assists other WS employees as requested and may assist in training new WS personnel.
  • Modifies or adapts established damage or disease control techniques as necessary to meet local conditions and address specific environmental, economic, or political considerations.
  • Recommends, to supervisor, areas for potential research or developmental study, to reduce the risks of damage to resources or disease transmission to domestic animals and humans.
  • May develop and deliver training for cooperators, stakeholders, partner agencies and organizations, or other entities.
  • Establishes and maintains cooperative relationships with other Federal, State, county and city government agencies, Tribes, corporations, educational or research institutions.
  • Gathers, compiles, evaluates, and presents data on damage or hazards caused by various wildlife species to cooperators, stakeholders, and colleagues through project or program reports .

  • Testing Designated Position: Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter. Final appointment and continued employment is conditional on negative results for illegal drug use.

  • Valid state driver's license is required at the time of application.
  • All USDA employees are required to be enrolled in Continuous Vetting, which authorizes government agencies to receive notifications of criminal activity on individuals who hold low risk, public trust, or national security positions.
  • Certification as a Qualified Qualified Airport Wildlife Biologist (QAWB) at time of selection is highly preferred. Assignment to post is expected to happen within 4 months of onboarding and certification is a requirement before deployment.
  • May need to operate 4X4 vehicles (including all-terrain and/or utility task vehicles), boats, snow mobiles, or ride horseback over rough terrain and in other off-road environments.
  • May also be required to participate in aerial activities as a passenger or crew member of a fixed- or rotary-winged aircraft.
  • The incumbent will be exposed to hazardous situations; including aircraft ground movements, the use of pyrotechnics and firearms, and the application of toxicants and will require the use of personal protective equipment.
  • The legal and physical ability to possess and discharge firearms is required.
  • APHIS is an emergency response agency. All agency staff members may be requested or allocated to take part in alternating temporary duty assignments away from their designated duty station in support of emergency initiatives.
  • Incumbent will be required to successfully obtain and maintain the appropriate pesticide applicator license(s), through completion of the necessary Certified Applicators courses and/or examinations after appointment to the position.
  • The incumbent will be required to successfully obtain and maintain all secure access credentials, vehicle operation certifications, and other certifications or trainings required by the agency and host entity for operations on an airfield.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.

BASIC REQUIREMENT:

  1. Degree: biological science that included:
    • At least 9 semester hours in such wildlife subjects as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; and
    • At least 12 semester hours in zoology in such subjects as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (Excess courses in wildlife biology may be used to meet the zoology requirements where appropriate.); and
    • At least 9 semester hours in botany or the related plant sciences.

    OR

  2. Combination of education and experience: equivalent to a major in biological science (i.e., at least 30 semester hours), with at least 9 semester hours in wildlife subjects, 12 semester hours in zoology, and 9 semester hours in botany or related plant science, as shown in 1 above, plus appropriate experience or additional education.

FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
  • Designing a wildlife survey program that detects spatial and temporal differences in wildlife abundance and provides a suitable index of wildlife damage at airports
  • Experience coordinating a wildlife damage management project involving multiple stakeholders and cooperators.
  • Experience interpreting and applying policies, regulations, laws, and ordinances that affect wildlife management operations.
OR 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree in one of the following degree fields: Wildlife Biology, Wildlife Ecology, Wildlife Management.

Equivalent combinations of education and experience are qualifying for this grade level.

COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-09 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To meet the additional requirements as a Qualified Airport Wildlife Biologist (QAWB) you must:
1. Have the necessary academic coursework from accredited institutions and work experience to meet the qualifications of a GS-0486 series wildlife biologist as listed above in the qualifications section.
2. Have taken and passed an airport wildlife hazard management training course acceptable to the FAA Administrator and,
3. While working under the direct supervision of a qualified airport wildlife biologist:
a. Have conducted at least one Wildlife Hazard Assessment acceptable to the FAA Administrator or,
b. Conducted at least one year of continual wildlife hazard monitoring at a certificated airport using FAA-approved methodology.
4. Have successfully completed at least one of the following within 5 years of their initial FAA approved airport wildlife hazard management training course, and every 5 years thereafter:
a. An airport wildlife hazard management training course that is acceptable to the FAA Administrator, or
b. Attendance, as a registered participant, at a joint Bird Strike Committee- USA/Bird Strike Committee-Canada annual meeting, or
c. Other training acceptable to the FAA Administrator.

  • This position will be located overseas in one of the listed locations above. You will be onboarded as an employee to prepare for travel and complete any necessary checks and training prior to your move overseas. Your duty station during this period will be negotiated at time of selection. If you are unable to complete all of the necessary requirements to be stationed overseas, you may be removed from this position.
  • The business need for deployment overseas is from 3-5 years; once complete the incumbent would be offered an equivalent position within APHIS. Employees may be provided their preference of duty location based on funded positions, however there is no guarantee. Applicants will be expected to sign a Memorandum of Understanding (MOU) which provides additional details about the overseas deployment prior to entrance on duty.
